Where did I say anything about The Fates? Donna Troy is "Fate" now but she's not the same as the Fates from public domain. Donna is an original DC character regardless of what she is calling herself currently.

Sure, Donna's been in the book a lot but she's not a public domain Olympian.

The DCU versions (beit classic or New 52) of these characters are as much in the public domain as Wonder Woman is.

First, The Fates are a huge part of a story where folks are saying "Boy, sure glad we got away from the Olympians!" As for Donna Troy, she is essentially a public domain character that DC let a writer slap a DC character's(who has nothing to do with the current character outside of a name) name on.
