Default Off-centered covers/bindings don't seem to affect grade very much?

Has anyone noticed with CGC that an off-centered binding doesn't seem to be that important for grade?
I just came across this one and thought that based on how much this one was cut-off, it shouldn't grade so high. What do you think? I think having it centered properly is important to a covers appeal.
But in most instances, this seems to be ignored when grading. Anyone know why?

Comic Book Grading Standards Up To NM- 9.2.

Interesting, I feel that it is a bit more detracting than a max of 9.2 Maybe this is such a common problem it would result in way too many poor scores.

I'm completely with you OP. I've seen 9.8s that I wouldn't touch due to the slightly off center cover.

It does affect the grade but it's not really a defect to cost it an entire demotion in grade from say NM (9.4) to VF (8.0).

It was quite common with silver age books and early bronze age books with 12c-20 covers.
