Possibly. Since the "Atari" franchise?! isn't owned by either DC or Dynamite, there may very well have been rights issues which prevented these reprints. If so, too bad.
However, while copyright issues are understandable when it comes to titles like AF, why have so many other DC titles not been reprinted - when DC owns the characters outright?!
For example, you would think the '80's series Firestorm, the Nuclear Man would be a no-brainer for reprints these days, given the character's inclusion on the great TV series Legends of Tomorrow. Granted, the LOT Firestorm incarnation is a different version than he was in the '80's, but it's still roughly the same character.
And, Jonah Hex recently showed up in a couple of episodes of LOT as well. Plus, there was a Jonah Hex film a while back as well (sure, it sucked - but that's beside the point). In other words, you would think this may generate interest in color reprints as well. But, we still haven't seen any.
Ironically, I liked DC's '80's series much more than Marvel's '80's series. However, Marvel is light-years ahead of DC when it comes to their reprint program. DC needs to look at Marvel and take some pointers from them re: the way they're handling reprints. DC has a plethora of great series that deserve reprinting, but we've only seen a small fraction of them - in color. Go figure.
