Uh, underneath their magical equipment, Domon, Fuuko, Tokiya, and Kaoru, at least, are still significantly superhuman in terms of strength, durability (especially Domon for those two), and speed/reflexes (especially for the latter three who are all in competition for being the fastest of the Hokage, in different ways, without any assistance from their madogou).

Heck, Kaoru's magical equipment is only special in that it shifts between a bunch of different relatively mundane weapons that rely on his superhuman stats and skills to let him beat people equipped with things that let them control powerful elements (except for the in-universe high end gravity manipulator Joker, for whom he had to figure out how to activate the weapons special power, but even that required him to use his superhuman reflexes to stage around while assembling and disassembling his weapon in different ways at superspeed until he figured out how to access that hidden form).
