How much of a counter does she have against a guy who has universal/interdimensional teleportation, high end super speed, the knowledge of how to seal cosmic gods with interuniversal/transtemporal teleportation into rice cookers, and arguably some of the best psychic sensory capabilities in fiction, who also knows where to get a hold of multiple sets of wish granting artifacts?

Not much, and that's never the issue. But if your goal is to eradicate Tomie once and for all, you have to make sure get every single one of her and not leave a trace behind to regrow (funny enough, just like Perfect Cell).

The twist is that the Joker has exhumed the corpses of "two rich idiots" to use as grotesque puppets, and Batman is UNBELIEVABLY F***ING PISSED OFF about it. Hope the Joker's insured against having his arms and legs ripped off.
