The answer to that is so obviously Doom that the question is actually kind of boring.

I'd actually be more curious to see who gets second-place, as that might actually result in a lively debate.

So Doom Beats, Thanos, Galactus and Apocalypse? how does he achieve this?

I assumed this was about earth-based villains. If cosmics who have had antagonist roles count, then I suppose whichever cosmic had the most insane feats.

Yeah I meant the entirety of the Marvel villains.

Strictly keeping it to Earth, I'd see a bunch of factions and alliances forming, maybe a few mini-wars to consolidate power, before the true sides of this war are determined.

    For example:

    HYDRA

    Red Skull
    Baron Zemo
    Arnim Zola
    Baron Strucker
    Crossbones
    Grim Reaper
    Taskmaster
    Serpent Society
    Viper
    Madame Masque

    A.I.M. AND THE INTELLIGENCIA

    M.O.D.O.K.
    The Leader
    Mad Thinker
    Red Ghost
    Graviton
    Super Adaptoid

    THE HAND

    The Mandarin
    Kingpin
    The Gorgon
    Bullseye
    Typhoid Mary
    Steel Serpent

    SINISTER SQUADRON

    Green Goblin
    Dr Octopus
    Morlun
    Carnage
    Venom
    Lizard
    Mysterio
Electro.....plus every other Spider-Man villain they can get.

    MASTERS OF EVIL

    Loki
    Count Nefaria
    Kang The Conqueror
    Baron Mordo
Dracula (backed by the Vampire Nation)
Red Hood (backed by an army of super villains)
Mole Man (backed the Subterranean armies)
    Attuma (backed by Atlantis)

    BROTHERHOOD OF MUTANTS

    Magneto
    Mystique
    Juggernaut
    Sabretooth
    Avalanche
Pyro......and just about every mutant villain left after......

    CLAN AKKABA

    Apocalypse
    Mr Sinister
    Selene
    Exodus
    Shadow King
    Holocaust
    Proteus
    Mad Jim Jaspers

    LEGION OF DOOM

    Dr Doom (backed by Latveria)
    Molecule Man
    Ultron
    Morgan Le Fay

This is something like how I think it'd shape out (or at least how I'd WANT a Villain civil war to look if it were to break out). Of course, Doom would win, cause Doom reasons, but it would make for an epic story if suddenly all the heroes were gone and the planet was left for the villains to fight over.

Big A has no place here, really.

It's already a huge gap between Thanos and Galactus, but Apocalypse is literally a bug to both of them.
And also compared to Doom, really.

It's a bigger gap between Thanos and Galactus than Thanos and someone who bitches out a guy who fights inside stars

Well he's not Thanos . And Thanos is not Galactus . And Galactus is not Thanos with the IG. And Thanos with the IG is not Beyonder ...and so it goes on and on

For what's it's worth personally I see him as a very credible threat to most X men line ups with his class 100 strength and whatnot

Unfortunately "most X men line ups " doesn't even begin to touch the surface of some of the heroic powerhouses or teams like the Annihilators ( who Thanos beat down without undue effort)

Yep fairly recently . Infinity Revealation

BFRs Gladiator . Physically beats down Ronan and Beta Ray Bill. Adam Warlock (running on Thanos' power ) beats Quasar , the space knight whatshername , and Surfer but only after Surfer's blasted Thanos , to no effect whatsoever ( again )

It's to be noted that Warlock got Surfer with a sneak attack and intervened because he thought Thanos would kill the lot of them to which Thanos pointed out "You mistake desire for a little exercise as unbridled bloodlust " or something . Thanos is truly a badass sometimes

He also has another showing shortly after , in the godawful Hulk vs Thanos mini where he fights evenly with Annihilus amped on Hulk's blood and the cosmic control rod who in the same series wrecked Gladiator's **** and was about to kill Hulk in a fight but for Pip the Troll's interference of all people

He beat down Beta Ray Bill and Ronan and BFR'd Gladiator, while Adam Warlock defeated Quasar, Thanos then no-sold a blast from Norrin and Adam Warlock snuck up from behind and took him out.

This is a really interesting line up.
