Who would come out on top?
The answer to that is so obviously Doom that the question is actually kind of boring.
I'd actually be more curious to see who gets second-place, as that might actually result in a lively debate.
I assumed this was about earth-based villains. If cosmics who have had antagonist roles count, then I suppose whichever cosmic had the most insane feats.
Yeah I meant the entirety of the Marvel villains.
Strictly keeping it to Earth, I'd see a bunch of factions and alliances forming, maybe a few mini-wars to consolidate power, before the true sides of this war are determined.

This is something like how I think it'd shape out (or at least how I'd WANT a Villain civil war to look if it were to break out). Of course, Doom would win, cause Doom reasons, but it would make for an epic story if suddenly all the heroes were gone and the planet was left for the villains to fight over.

It's a bigger gap between Thanos and Galactus than Thanos and someone who bitches out a guy who fights inside stars
Damn Had no idea Apocalypse so weak when compared to the other Big Bads of Marvel.
Well he's not Thanos . And Thanos is not Galactus . And Galactus is not Thanos with the IG. And Thanos with the IG is not Beyonder ...and so it goes on and on
For what's it's worth personally I see him as a very credible threat to most X men line ups with his class 100 strength and whatnot
Unfortunately "most X men line ups " doesn't even begin to touch the surface of some of the heroic powerhouses or teams like the Annihilators ( who Thanos beat down without undue effort)

BFRs Gladiator . Physically beats down Ronan and Beta Ray Bill. Adam Warlock (running on Thanos' power ) beats Quasar , the space knight whatshername , and Surfer but only after Surfer's blasted Thanos , to no effect whatsoever ( again )
It's to be noted that Warlock got Surfer with a sneak attack and intervened because he thought Thanos would kill the lot of them to which Thanos pointed out "You mistake desire for a little exercise as unbridled bloodlust " or something . Thanos is truly a badass sometimes
He also has another showing shortly after , in the godawful Hulk vs Thanos mini where he fights evenly with Annihilus amped on Hulk's blood and the cosmic control rod who in the same series wrecked Gladiator's **** and was about to kill Hulk in a fight but for Pip the Troll's interference of all people
