Which is paradoxical because she was the one who defeated Graviton by revealing his lack of goals. She is an interesting character but not a top number. But she knows it and enjoy it.
I tried to think who is the top female villian. At first, mutant characters come to my mind, with Dark Phoenix, Mystique and Cassandra Nova as top tiers. But two of them are host of cosmic entities and Mystique depiste not being top in power, has played more in the grey zone and has recognition beyond the comics world.
So Amora and Morgan Lefey appear to be the most powerful villianess but have any of then an story where their potential is reached? Any issue than you can call pivotal of their potential?
Or there is any other character with such characteristics?

Morgan le fay all day.
Moonstone though unsure if a hero or villian now a days would have been a perfect fit for a captain marvel arch enemy. They have quite similar power sets.
Superia had so much potential. She was battering the avengers on her own with our breaking a sweat in one issue I read.

Mystique should totally be that character, but like someone said, she's kind of in a grey area now.
Cassandra Nova could be that character for the X-Men
Madam Hydra has potential, but it seems she shows up then Marvel forgets about her.
There's several 2nd and 3rd tier villainesses that could work as major threats with a bit of revamp
Unfortunately, some later work, primarily around the Dark Reign era when she was playing Ms. Marvel, depicted her as more of a straight-up psychopath. No profit in talking your depressed patients into killing themselves, nor in traumatizing another patient who believes her husband is cheating on her by calling her house number and asking for said husband in a fake bimbo voice. No profit in flying people as high into the sky as you can get while keeping them breathing and then dropping them to their deaths, either. Granted, most of this is neither known to the heroes of the Marvel Universe nor to the general readership, but if you take that into account, it rather permanently drops Moonstone into the irredeemable pile and would color most heroes' thoughts on the chances of redeeming her or seeing her as an ally.

Maybe if it was ten-to-fifteen years ago, I could see it, but not now. Mystique's just a heartless monster who controls, betrays, and/or kills everybody she meets out of spite. Or may we mention how she scammed her way into Xavier's will over a one-night stand? Satiated her inner Heisenberg by sucking Mutant Growth Hormone out of mutants like Dazzler and selling it for profit? Or how about betraying who was her closest friend Destiny because she learned what she was supposed to do and said "Screw it, I'm outta here"?
She is Kamala Khan... The Magnificent Ms. Marvel!

As stated multiple times it is most definitely Morgan Le Fay followed by Hela, Enchantress, Selene, Madelyne Pryor and Moonstone.
Cassandra Nova has so much potential to be Marvel's answer to Doctor Doom, but she kind of seemed like a one deal and done.
Emma Frost, Rogue, Felicia Hardy, Helena Bertinelli, Allison Blaire, Barbara Gordon, Monica Rambeau, Carol Danvers, Illyana Rasputin, Ororo Munroe, Harleen Quinzel, Lorna Dane, Irene Adler, Kate Kane, Rachel Grey Summers, Jean Grey, Diana Prince, Barbara Ann Minerva, Donna Troy, Jennifer Walters, Gwen Stacy, Wanda Maximoff = PERFECTION!
Mystique by a long ways which actually says a lot about the sad state of Marvel's female villains.
It should be Emma Frost but the 90's happened where it was cool and edgy to make villains heroes even when it didn't make sense.
Skrull Queen Veranke had the goods but was written out after Secret Invasion. She could have easily had long term potential as a world conqueror.

WRT Mystique: Having read just about everything she's been featured in, she maxes out as either a Mutant Terrorist/Freedom Fighter (depending on perspective) with Motherhood issues or as a Shapeshifting Nihilist, which doesn't seem to approach the level this thread seeks to enumerate.
