That last character doesn't really look anything like Citizen V, though. They've got long hair and don't seem to be wearing any sort of mask as you can make out a face.

Abe already has. The costume on there is a sleeker-looking version of his recent Mach-VII suit.

One twist they could do is the team is trying to clear their name of a crime, thus they assemble with the sole purposes of getting the actual criminal.

Citizen V is gonna be there, no matter what. Why show him in the ANAD teaser if you don't plan on using him? My guess is that the last figure is Citizen V, just maskless, so that we can see who's under the mask.

Me neither :/ Looks like Bagley designed them. I'm also not a fan of his ANXM costumes.
They need costumes that look contemporary, these ones would be fine in the 90s, but they look so out of date now.
