I like 'em all. But I'll go with the original and longest-lasting: Hal and Barry.
It proved so successful they not only replicated it with Hal and Wally and then Kyle and Wally, but they even retconned it into Alan and Jay's history in the 1990s.
I think Guy/Impulse would have been a funny GL/Flash pairing.
Alan and Jay no question! Hands down! You can never go wrong with the originals.

Great visual; Always thought if Allen ever needed a cosmic faring treadmill, Jordan could actually generate the perfect one, by both protecting them in a bubble/"ship" and willing it into an infinite loop, like a Möbius strip Flash could run on endlessly and never burn out so long as Jordan's will holds.
Together they could generate this kind of self-protected speed-force/will-powered cosmic time/dimension hopping light-speed construct, that could take them anywhere.

For me?
Kyle and Wally hands down. I LOVED the way Morrison originally portrayed them and was glad everyone followed suit. Totally antagonistic to start and they finally found a mutual respect for one another.
Barry and Hal only worked for me in the Waid penned Brave & the Bold mini series.
Jay and Alan are my runners up

Perhaps the solution to having Hal and Barry team-up more frequently would be to have annual team-ups, maybe using the Green Lantern and The Flash Annuals, or by having annual The Flash and Green Lantern Specials? (You can change the order of who gets named first every other issue if you really wanted.)
I really enjoyed Kyle and Wally's dynamic back in the day. The development from work associates to actual friends was a lot of fun to experience.
But the standard is always going to be Hal-Barry. I think they parallel and contrast each other in a lot of really fun ways that weren't always so clean-cut with Kyle and Wally, and I think they bring out the best in each other.
Hell, the best thing about Hal Jordan (one of the only things, in my opinion) is his relationships with other heroes. Hal's not terribly interesting to me (I actually find him pretty obnoxious) but when he's with Barry (or Ollie) I actually enjoy him.

Best team up in DC. Even more so that Superman and Batman, imo.
Kyle and Wally was a cool period. Would have liked to see more of that actually.
Alan/Jay is cool but I don't care for the JSA that much.
