It is a tie for me between Scarecrow and Two Face. I love how he turns your deepest fears against you with the fear gas. And with Two Face you have a 50/50 chance of living with is better odds then you get from a lot of Bat foes.
Favorite teams. Alpha Flight, Avengers, Fantastic Four, West Coast Avengers, Justice Society of America, Legion of Superheroes.

Each Batman villain is an aspect or a contrast to an aspect of the Batman character

    Two-Face: dual identities
    Riddler: intelligence
    Scarecrow: fear
    Poison Ivy: distrust
    Mr.Freeze: grief
    Bane: strength
    Penguin: wealth
    Joker: chaos

    My favorite is Joker

You are wrong on Riddler, Ivy and Penguin.
    Riddler- detective
    Ivy- distrust? please, explain
Penguin- evil Bruce Wayne but ugly and rich, using his wealth to harm

Well detective skills require intelligence so its not that far off.
Penguin using his wealth to harm instead of doing good so wealth is the one word i used to describe Penguin.
Ivy is manipulative and treacherous, has ability to mind control people so she is the first villain that pushed Batman to fight against mind controlled innocent people and superheroes. Its from these fights against PI that Batman sees that he can never trust nor rely on anyone completely but to consider everyone as potential enemy whose powers can be used against him. Ivy doesn't embody Batman's distrust of others though. I think the word vengeance suits her more, killing her father for the death of her mother, killing men for what they have done to her and her plants.

"Maiming, mauling, and mutilating are extreme measures, but it's nothing compared to what irredeemable cruelties humanity's done to the world of nature. Ivy always sees the greater good as she punishes those who deserve it." — J. T. Krul

Couldn't say for sure but probably Catwoman, Ra's or Joker.

I'd really like to see someone bring back both The Monk from Gene Colan's run and The Reaper from Year Two though in a big meaningful way...

The Joker is the biggest philosophical foil to Batman. He is just as principled in his beliefs as Batman is.

I'm a fan of Riddler but I'm surprised he's in the top ranks.. seems like it became fun to treat him like a joke over the years.

Riddler’s hard to write in a genuinely clever fashion, so a lot of people slip into writing him as a dorky know-it-all who’s not really that intimidating... or overcompensate and try to make him some SAW knockoff.

A *good* Riddler can be amazin.

She's a difficult one to categorize.

She clearly started as a villain, and she definitely still maintains her cat-burglar tendencies.

It all depends on the writers as to if / how much she crosses back into the undeniably "villain" territory.

My favorite is the Scarecrow with Two-Face as a close second.

I like the Joker a lot but he's become super-overexposed at this point.

The Joker. He is Batman's most iconic villain for a reason.
