    I would say that a couple of female villains who have a lot of potential but haven't totally gotten their due would be Mystique and Viper/Madame Hydra. I think either one of them could be the ultimate femme fatale/criminal master minds of the MU

    Marvel seems more content to make Mystique into their version of The Joker: completely insane, causing chaos for chaos's sake, and getting away with it almost every time.
