Cinder isn't Aizen. She didn't intend for Roman to get captured. Roman got captured, so she changed the plan to capitalize on that

If Torchwick threw the fight, there was obviously a plan.
Yeah, but if you... man, we're getting into weird analogy territory, like if you disintegrated Superman's arms he wouldn't be able to go "fool! Little did you know that my arms and I are one and can be remade from me!" and will his arms back into being from pure nothingness. - Pendaran

Except it is doubtful Roman threw the fight, again the train wasn't supposed to leave for a few more days at least, Mercury explicitly states that the train plan wasn't supposed to occur so soon. While Roman and the White Fang act with surprise that team RWBY and Oobleck found them and scramble to start off, giving the impression that the whole climax of Volume 2 was a rush job. Just because Cinder happened to capitalize on it and turn it into a genius move, doesn't mean that this wasn't a setback in the plan, it just means that Cinder is really good at planning around setbacks.

I don't think he threw the fight

She can absorb the power from hits she takes but that doesn't make her invincible. Adam casually one shotted her as if she was a mook. So yeah Yang isn't the strongest and that's without even taking the maidens or the silver eyed warriors into account.

Mercury threw the fight and would otherwise have defeated her (stated and shown, with him leaving her Aura bar one tick above disqualification), Neo wrecked her with ease, Adam defeated her in one hit (and the creators have confirmed that Adam doesn't bypass Aura or anything; he just hits really hard).

Pretty much Yang's entire deal at this point is that she was a big fish in a small pond and that's why she never lost a fight prior to fighting Neo.

You can feign surprise, and given Torchwick's later "I'm slapping the both of you at once" showing and the fact that the "Capture" accelerated Cinder's plans ... there's really no reason to assume it wasn't planned.

Torchwick fighting off both of them at once while laughing was earlier, not after.

What came after was him defeating Ruby in like two seconds after he got serious.

And really the only complaint the bad guys ever voice about that episode is that it was too early, and Torchwick's reaction to being put in jail is to sit back and smirk instead of muttering angrily like he does whenever things don't go his way. Him being caught was blatantly part of the plan, they just planned for it to happen later.
