    Default Shouldn't The Hulk Have Been The Catalyst For The First Civil War?

    He has a history of going off the rails and it would have been better than throwing the New Warriors under the bus.

    Hulk is infinitely more popular than any of the New Warriors, so they would never do anything that would permanently tarnish him like having him kill a group of school children. Notice how after he came back they immediately tried to retcon things to say he's never killed an innocent person during any of his rampages.

    Night Thrasher and the others were way less popular, so they could be thrown under the bus without upsetting anything too much, unfortunately.

    Hulk had his own seperate event with Planet Hulk leading to World War Hulk, so he was off the table doing his own thing.

    Looks like he's disappeared again this time as well. Thor too,is also missing again.

    Anyway it kinda made sense for the New Warriors to be the catalyst for the events that led to the first Civil War. They were in the public eye as stars of their own tv reality series and it was because of their actions on that tv series witnessed live on tv by millions that led to calls for superheroes to be reigned in and registered. The Hulk on the other hand has rampaged throughout his existence and is probably regarded by the government and the general public as been a menace and Supervilliain rather than a superhero and it makes no sense to call for supervillians to be registered.

    Hulk makes no sense. People don't think Hulk can be regulated and they don't treat him interchangeably as any other superhero. They needed superheroes to be reckless so people can say "we like what they do, but maybe we should train these superheroes so they're less reckless." The Hulk triggers the response "we should stop the Hulk."

    The Hulk isn't held to the standards of the others. He's a monster who occasionally helps out.

    Also the Hulk doesn't kill school children. Even in his most bonkers black outs, he doesn't harm people willy nilly.

    Unless they attack/hurt him first. Like a child, he lashes out at things that upset/confuse/harm him.

    In fact not long ago Marvel asserted that during his rampages, the Hulk had never killed a single innocent civilian because Banner was able to exert some kind of subconscious control? Is that still the case?
