Rebirthed: Red Hood And The Outlaws- So Who Are The New Outlaws?

We know Jason Todd will be back but Starfire and Arsenal will be in the Titans book. So who would you put with Red Hood?

I'd like to see Black Lightning, Starman [any Starman..finally again...at DC please], and Terra.

Animal has a family, He aint going to hang with Jason and all his craziness. I would Like for him to pick up ravenger and essence since i love both characters.

No Midnighter should not be taking orders from Red Hood. Had enough of that from Bronze Tiger and Shiva.

Rose Wilson, she had contact with them before.
Joker's Daughter, it could be a plan of DC to include her regularly.
Red Robin, could theoretically be integrated considering they have a good relationship and if the Titans are really the "old" generation it could be a nice place for him but he isn't really what I see as an Outlaw.
Cassandra Cain, if she will not (somehow) be integrated into Birds of Prey.
Essence was also a pretty cool character and if they would try something with the All-Cast again I would certainly look into it.

Thinking the Outlaws end up becoming a kind of melting pot for bat-characters thats crossed the line and will do so again... so I could picture a team of:
Todd
Jokers Daughter
Blue Bird (since she appears to be going off the rails)
