I'm starting this series very soon. Anyone able to help me out with the reading order including all of those specials (Holiday, Valentines, Annual #1) Plus where the team up with Power Girl is supposed to be read as well as where Little Black Book fits?

You could probably read the Harley Quinn (New 52) ongoing series (including Annual #1 and all specials (Holiday, Valentine's Day, Road Trip) by publication date. The same goes for the new series Harley's Little Black Book (currently at #2).

Harley Quinn/Power Girl (6-issue mini-series) is a continuation of the Power Girl guest star arc within Harley Quinn. Technically, the entire story takes place in between two panels of Harley Quinn #12 - Not Kansas, where Harley Quinn and Power Girl are briefly transported out of their home dimension.

I don't believe the writers of the Harley books are really considering a real chronology; they don't really care for continuity, but if you would go by publication date, it would go a little something like this:

there is no correct place to put it in continity because it ignores it and breaks the fourth wall on multiple occasions. Maybe it'll get better with the new run though.
