Might or might not meet the "beloved" thing, but Booster Gold seems like a natural fit
Talia calls Bruce beloved. But....naaa, that can't be it. Probably just Booster or Blue Beetle.

Beloved indicates it must be Booster.
Every character is "beloved" by someone, thus this could be anyone.
Given we have Rip Hunter on the show as the lead, its focus on time travel, and the use of the word "beloved" which can translate to "fan-favorite," Booster makes a lot of sense. He was instantly the first name I thought of when I saw the article.
Booster Gold makes sense. But he's far from the only one that does. If the time travel element is a significant factor (and it likely is), then it could also be one of the Legion of Super Heroes (who are quite beloved by a large segment of fandom) or WWII era JSA (ditto) any one of DCs many characters who exist in past or future timelines (Kamandi, OMAC, Blackhawks, etc).
Lots of viable possibilities.
It's not that other characters aren't beloved, but there are other adjectives that better fit them, without giving away their idenitity--such as iconic, mysterious, bizarre, venerable. You have to think like a PR agent. Those other adjectives don't quite work for Booster, but beloved does fit the character, without saying too much about him.
