I would assume the 'no powers' part goes both ways, making DD an ordinary blind man (albeit one in really good shape).
I think Alice can beat up a blind man, but probably wouldn't.

MCU Daredevil has stressed that what he has are not powers but evolutionary jumps in his other senses. He doesn't have his bat radar like sense from the comics, as far as we know so DD isn't really considered to be powered. Especially since Stick was born blind and is equally as skilled as Matt. So it's natural occurrence in blind people, according to Netflix.
I can't remember Alice doing anything amazing in Resident Evil 1 without her powers, so I'd say DD stomps her pretty easily.
I think Netflix borrowed from the comics, where Stick explains to DD that the accident just jump-started something that can be gained via intense training. So the accident basically caused a moment of intuitive martial arts genius on DD's part rather than mutating him. In other words both DD and Stick know a kind of mystical kung fu that amps the senses, but Stick trained for it and DD just had a flash of genius.
I wonder if the comics are still sticking with that explanation? I can't recall it being mentioned again past the original story.
Daredevil should win this.
