Any guesses at who the two new characters are on the cover?
I have no idea about the lady, but I'm going out on a limb and saying that the guy might be the Nu52 Clark Kent.
He looks a lot like how Finch drew SM in his recent WW issues, also with the rumors that the Nu52 SM might lose his powers, who better to train KC to become a crime fighter that his bff in Gotham?

The solicitation says someone will see Batman as the real threat to Gotham so I guess the two characters are the people going against Bruce. The letter they are wearing is the G in old english.

The lettering inside their shields are a big clue. Makes me think of news paper font for some reason?

I'm betting odds that they're called like, "The Gothamites" or something akin.
Based on the info so far, retaking Gotham from the nutbars is their goal. And they consider Batman one.Retro315 no more. Anonymity is so 2005.
