I just found the complete explanation here. Her identity as "Rosabelle Mendez" was revealed in an Alternate Universe/Timeline story, that was published after her death. So it was not revealed during her time as member of the Titans.

Definetly Renee Montoya with Bane as a close sacond. I grew up with The Batman TAS... and i really liked Renee in it. And She was amazing in The Gotham Central... but after that she just left The Batman Books... :/ became Question in The 52... but what i heard lately is that She is back in The latest Batman adventure SuperHeavy. (the Bunny Armor Gordon Batman...lol) i'm so happy to hear this. She is essential to Batman books as much as Gordon and Bullock if you ask me.

She seems like a really cool superhero! I can't believe I forgot about her.

My favorite Latino superhero is Blue Beetle, he's just super cool! Vibe and Fire are also pretty cool. I think DC has an impressive list of Latino characters, probably more impressive than Marvel.

Hawkgirl (Kendra Shiera Saunders) is latino?was that ever mention?
I know current earth 2 hawkgirl is.

As for some of the others, some of those are native americans, not latinos.

    Tezumak (New Earth)
Tezumak was a South American monk from a pre-Aztek, Mesoamerican civilization based in ancient Mexico. He took the name Tezumak and joined a group of ancient warrior led by Gamemnae. He wears large bronze armor, which honors the ancient gods who first brought science to his people.

    Ya'Wara is native american,not latino.
Ya'Wara is a Brazilian warrior and friend of Aquaman. Ya'Wara is a member of the Tapirape, an indigenous tribe living on the Amazon rain forest. She and Aquaman were once part of a group called the Others. They shared a telepathic connection.
    http://dc.wikia.com/wiki/Ya%27Wara_%28Prime_Earth%29

Black Condor is native american too
    Black Condor (John Trujillo)
John Trujillo, alias Black Condor is the third hero to take up the mantle. John is a man of Mayan descent who was given wind and earth powers by Tocotl, the Spider Goddess. He has joined Uncle Sam's Freedom Fighters to protect America. He first appears when he single handedly rescues Uncle Sam and the other Freedom Fighters who had been defeated by agents of S.H.A.D.E.. Trujillo is very serious and seems somewhat uncomfortable interacting with other people.

Hawkgirl (Kendra Saunders) had been around for years in the JSA title of the late 90s/early 2000s before anyone in the comic books even mentioned that her mother had been of Hispanic heritage. (Since her mom and dad were both dead and buried before Kendra ever appeared onstage in the late 1990s, readers had never gotten a good look at the late Trina Saunders, you understand.)

Which makes it similar to the Kyle Rayner thing -- as Guicho pointed out, for the first eight years or so after his debut in "Emerald Twilight," Kyle Rayner was consistently presented to us as a young Irish-American man who just happened to have black hair. And from Kyle's point of view, that's how he'd been thinking of himself for, let's say, maybe the first 24 years or so of his life, until a gratuitous retcon was sprung on us in "Green Lantern #150" when he finally came face-to-face with his long-lost father and was stunned by how Mexican the man looked. (Apparently Kyle's mom had never shown him a photo, nor even given him a physical description, of what her husband had looked like?)

Kendra at least was implied to have known all along that she had some Hispanic roots on her mother's side, even if she went for years at a stretch without bothering to mention them . . . but Kyle simply grew up not even thinking of himself as "Hispanic" or "Latino" or "Mexican-American" or anything along those lines, so it's hard to see him as a shining example of a "minority superhero" . . .

I think DC has some really cool Latino characters! I wonder what their chances are of making their debut in the DCEU movies! Fingers crossed for Renee and especially Jaime!

Well there's apparently a Blue Beetle and Booster Gold movie in the works. So there's a chance that both Ted and Jaime will be in it since DC has decided to bring back Ted but also keep Jaime. Plus Jaime is prominant in the DC animated world. So a lot of younger fans (aka target demographic movie goers) know him as the Blue Beetle.

However, Most of Jaime's animated appearences acknowledge the Legacy aspect of his character.

I think Jaime would look incredible on the big screen! His power set is just made for the big screen. I hope that both Ted and Jaime are active in the DCEU although if i had to choose, i'd choose Jaime over Ted.

In an ideal world Jaime (or Static Shock) would be DC's answer to young Peter Parker in the MCU. But with the way things are in the DCEU it's unlikely to happen, especially since it seems they want to make Cyborg and Flash the "youngsters" in Justice League.
When you crush an ant beneath your foot, do feel remorse? No. Is this because you are evil or because you recognize yourself as a higher form of life? This is what the Wizard could not understand. If I have the powers of the gods, then am I not a god myself? Should I not be treated as such?

Static shock will be shown elsewhere.

    # In October 2014, it was announced that Warner Bros. would be launching a live-action Static Shock program from Reginald Hudlin as part of the company's new Blue Ribbon Content digital division, and are eyeing Jaden Smith for the role of Virgil Hawkins/Static. On May 24, 2015, actor Tyler James Williams announced in an interview that Jaden Smith was cast as Static, but this has yet to be confirmed by Blue Ribbon Content or by Warner Bros.
