For Marvel the only one I can comment on is All New Wolverine which I've quite enjoyed so far, not sure how well of a jumping on point that issue will be though. For DC Batman and Aquaman will probably be worth reading, the former getting a great new writer and the later's newest writing had had a pretty good start. Can't personally comment on the rest though it seems people are happy about Wonder Woman's new writer and fairly negative or indifferent about Green Arrow and Flash.

June will probably not be a great month to jump on marvel because it will be the second month of Civil War II and it affects most of the books you are listing.

About DC, Justice League looks like it is going to be about the consequences of a ten issue arc. Plus it will be relaunch wit a new creative team the second month so likely not a great jumping point if you have no idea of what is happening in the book.

DEADPOOL #13 - Start of a new story arc, seems like a good jumping on point

MS MARVEL #8 - Road to Civil War II. I would go back to 1 but I think this will be ok.

All NEW WOLVERINE #9 - is a Road to Civil War II comic, so it is not a terrible place to start. Ithink 8 would be better, since it seems to set 9 up. Although, really, I would just go back to 1 as I like the series.

    ALL-NEW, ALL-DIFFERENT AVENGERS #10 - 9 or 10 seem like safe bets

THE MIGHTY THOR #8 - #8 is not solicited, at least on Marvel's site. #7 looks like the middle of a story arc.

BLACK WIDOW #4 - Sounds like the middle of an arc. Maybe go back to #1?

THE ASTONISHING ANT-MAN #9 - #9 isn't on Marvel's site. #7 seems to be the start of a story arc.

    AMAZING SPIDER-MAN #13 & 14 - #12 is the start of the story arc.

SPIDER-MAN #5 - #5 isn't on Marvel, #4 seems like an ok but not perfect jumping on point.

CARNAGE #9 - #6 is the start of a story arc.

GUARDIANS OF THE GALAXY #9 - seems like an ok starting point

THE PUNISHER #2 - Just go back to #1

DAREDEVIL #8 - #6 seems like the better starting point

Wait on Harley Quinn, the book relaunches in August. I say save money and don't get the Marvel books, but I'm a DC guy personally.
