Not at all. Political leaders - or satirical versions of them - crop up in 2000AD, for example. Ronald Reagan hilariously featured in Strontium Dog back in the day. I'd be amazed if this sort of thing doesn't happen in comics worldwide.
It's bold to mock Putin, though, given the Kremlinbots, but I imagine comics are low on their list of priorities - they're more concerned with spamming the comments section of the Guardian in my experience.
