Goku and Gohan trained to lower the energy required to stay in SSJ, but it still leaks energy when used.

Think its been officially retconned. Plus in super there was no 70% statement.

And hit says times 3, times 4 etc to goku when he was upping his KK. So his ssj blue power multiplied.

On top of that we have a recently made interview with akira toriyama, and he said he has no plans of goku and vegeta surpassing beerus and whis at the moment.
