Definitely Shado and Karate Kid.

The others haven't really shown the staying power or significance of those two, as of yet.

Both are, IMO, 'bigger' characters than Thunder and Lightning. Karate Kid's had his own (short-ish) solo series, and Shado's had a recurring role on Arrow.
