Comic book Canary isn't winning any kind of actual fight against canon Chun Li. You'd need to go a heck of a lot higher in the comic book martial art food chain to get someone who isn't beaten to death in short order, or blasted apart.

Basically, it comes down to 'how powerful is Canary's scream these days?'

There are periods in her Post Crisis Birds of Prey history where her scream could probably take Chun Li out, assuming she lands it before eating some death ball of chi.

There are other periods where it just won't be enough. And New 52? I have no idea.
