There hasn't been an official statement, but my guess is that Dauterman's falling behind on schedule. Normally he takes a break in between every arc.
After the first arc there was the Odinson story that took place in the past, with art by Rafa Garres.
After the Lords of Midgard arc, there was the issue Frazer Irving shared art duties which told the origin of Mjolnir, followed by the two parter with art by Epting.
This time there's no break for him, with the next main arc starting the very next issue. So I suppose they opted to have a fill-in artist help out for this issue, so that Dauterman could spend more time on the next arc.

Valerio Schiti is doing all the art for issue #23, and he's listed as helping with the art for issues #21 and #23. Dauterman needs a break so he can go back to doing the art for the next major arc.MIGHTY THOR #23

THOR AGAINST THOR!
* When the Ultimate Thor finally goes too far, Jane has no choice but to stop him.
* Can she quell the rage of the War Thor before he destroys the very realms he once hoped to save?
I like Valerio's art too, but Dauterman is on another level.
I also think having different artists on two issues, and then losing the lead artist for the next issue could hurt the sales of the book.
Not sure, to be honest it took me a while to fully appreciate Dauterman. The fact I have been converted from being non-plussed to considering Dauterman a major selling point on the book and actively worrying that he will get poached for a creator owned book is quite a turnaround. I console myself that new creator owned books are suffering just as much as any other new book on the stands right now, and also assume Dauterman will want to work on a couple more high profile books before being tempted away by joint ownership.
I'm about to read Mighty Thor #20, but I just want to say that the cover that was originally solicited is slightly misleading.
spoilers:end of spoilers
In the cover of the issue itself, War Thor's beard is red, not grey.
And Dauterman not's the only artist on this issue either.
With the combination of the solicit revelation for Mighty Thor #23 revealing War Thor to be a more chaotic person and the action figure variant cover of Secret Empire #3 showing Thor with Ultimate Mjoulnir, I wonder if the end game is for him to get it despite how Unworthy Thor ended.
Ooohhhhhhh I get the cover change. At first I thought it was a Mandela effect or something but huh.
