It will be interesting to see how they bring her back now and make her something other than an unnecessary distraction, considering all the other plates the show has spinning.

Guess she'll be revealed as one of Hugo Strange's projects and will emerge as a named supervillain.

I've been watching since season 1 and the show (for me) became a lot more enjoyable without Fish. Not thrilled she's back.

I'm pretty sure she is one of Strange's projects. In a previous episode you could see her from the back floating in one of his jars. That was an obvious clue she would be back and Hugo was the method for her return.
