What happens if Antman uses his shrinking disk to make Tiny Ray extra tiny? Would he be able to grow all the way back to his normal human size or just to the size he would be if his human-sized self was shrunk? Or would he get small enough to be lost in the Microverse, thus giving Scott the victory?

What he means is that if Atom can't grow giant on his own, all Ant Man needs to do is hit him with a shrink disc and he has no way of getting back.

I.e. shrink disk to a normal human size --> tiny human -- > shrink disc to a tiny human --> microscopic human. This assumes all goes well, and no mishaps that cause the shrinking to go wrong causing the target to devolve to goo.

That leaves Atom near powerless and without any options of hurting Scott.

I think they did a good job of showing for chronically underestimated Ant Man is in Civil War, while showing how monstrous his powerset really is.
