I believe Marvel has their version of Suicide Squad with Thunderbolts (the one created by Kurt Busiek & Mark Bagely, and followed by F.Nicieza, W.Ellis, C.Gage, A.Diggle, J.Parker, and J.Zub, I'm omitting the RedBolts here) but if Marvel wants a version of Suicide Squad, here's the rundown
