I think this is just teasing Oliver ending up back at the island by the end of season 5 and setting up that tribute to Slade in-time for the timeline between the flashbacks and the beginning of season 1 to coalesce.

They are using "Star City" to refer to some fictional smaller part or aspect of Seattle, as a nod to his original city. They still call it Seattle as well.

From the sounds of the solicits it seems like they're going to re-pave or re-label Seattle as Star City as a private country/city.

It does seem that bit by bit, they are restoring the lost pre-Flashpoint/Classic elements.

First the goatee and a variation on the Neal Adams suit. Then Black Canary. Then the SJW tendencies and Oliver losing his fortune. Then the backstory with Roy. And now it seems Star City is next on the list.
