I want to say between Keaton, Marshall-Green, and Bokeem we could have the enforcers, I'm just not sure who would play Ox.
Based on his character from Fargo, Bokeem would make a thoroughly enjoyable footwork-kung-fu-master Fancy Dan.
Hope his part is sizable. He was the best thing about the second season of Fargo (and that's saying a lot).

Also, just because its a villain role doesn't tell us much about the importance of the role. Someone could be playing an elite henchman of the main villain for instance, or a lesser-tier Spiderman villain that gets taken care of earlier in the film before the main plot takes off, sort of like how Crossbones was just a cameo of sorts in Civil War.
Also, if Norman Osborn gets cast again, you can bet he'll be the 'man behind the man' throughout the entire film instead of the main villain, since they'll give the Goblin thing a rest before returning to a third iteration of it.
I reckon he'll be one of the low tier guys.
I need to watch Fargo season 2 again, what a great show. Anyway, not sure who he'll be playing but I imagine it'll be a minor role given that they've already got 2 other villains.

I think he'd make a great Tombstone. Also, Fargo was full of win. (I can only guess they chose Fargo because it was his most recent major work.)
