People were still being born with the X-Gene. But they were not manifesting as new mutants because the X-Gene itself was suppressed.

However. At the end of AvX, the worldwide X-Gene suppression effect was removed by the Phoenix. And the mutants who would have manifested under normal circumstances since that suppression was put in place did.
