I think Two-Face is the supplier. It fits thematically: the duality inherent in a man with godlike powers, giving up one of two things to gain an increase in the other: life or power, longevity or early death, the choice to give in to fear or to be brave. Plus, Gotham and Gotham Girl had to actually pay for these deadly powers, and that sure seems like a two-faced move to me. One more thing. "All-Star Batman" is supposed to be in continuity. It stars Two-Face, so putting him in the main "Batman" comic would be good company synergy.
