    Default Why didn't War Machine or the soldiers kill Bucky?

    We're told by Sharon that the German soldiers have orders to shoot to kill. Thankfully Cap intervenes, but once they all get stopped in the middle of the road (the scene where Rhoads rubs the accords in Cap's face IE "congratulations, you are a criminal") why don't the soldiers or Rhoads kill Bucky then? Is it just because a public execution is bad press? Ross had already decided on the death penalty without trial, so why did they change their mind all of a sudden and take him in to the base?

    "Shoot to kill" doesn't mean kill at all costs, don't try to capture the subject. It just means they were authorized to use lethal force if that was deemed necessary to stop the subject. If you have to shoot, don't try and wound the subject but make all shots lethal.

    Once Bucky and the rest were surrounded and ordered to stand down, they did so; the soldiers did not have to shoot at that point in order to make their capture.

    The publicity probably also played a role.

    As for Rhodey? I don't see MCU or MU Rhodey taking the lethal option unless absolutely necessary.
