If we're branching out into manga characters I like Yu-Gi-Oh's minor villains, like Bandit Keith, Bonz and his gang, Arkana, and Ms. Chono.

I also wonder what happened to the Cat, the cat burglar Spider-Man faced in issue 30. I remember reading it as a kid and being confused as to whether he was related to other cat-themed heroes and villains in the Marvel Universe.
