Substitute Ennis for Greg Rucka if you think he hasn't done enough DC to qualify.
This is very close to my list, but I would substitute Mark Waid for Grant Morrison and have Morrison as an honorable mention. Also, John Ostrander for Ennis. Ostrander's Suicide Squad is classic, but my favorite from him is the first Deadshot miniseries. One of the best ever.

But I am always amazed that Jonn Ostrander is not an automatic pick on these kinds of threads. Great long runs on Suicide Squad and Spectre. Excellent long runs on Firestorm, Martian Manhunter, and Hawkman. A goodly amount of other good stuff.

And I've probably been niggardly on the stuff I've described as excellent...put it this way personally I've enjoyed his "excellent" stuff more than large majority of output of other writers mentioned in this thread.
    First name on my list.

    John Ostrander
    Mark Waid
    Geoff Johns
    Alan Moore
    Grant Morrison

Roger Stern, Roy Thomas, Chuck Dixon, Keith Giffen, Gardner Fox, Denny O'Neil, William Messener Loeb, John Byrne and so many others also deserve to be on this list. Hard to narrow it down.

    Peace
