With PIS on? Superman, Wonder Woman, Green Lanterns, Shazam......most of the heavy hitters.

With PIS off? The list is much smaller. Superman might if he makes no mistakes. After that, you pretty much have to resort to beings like The Specter or The Phantom Stranger.

Power drain (Surfer's been drained a few times ), Batsuit fast enough to respond to non full speed Flash, Batsuit forged in the heart of the sun and knock around and take hits from Darkseid with effort, Batsuit cloaked from Superman's senses , Batsuit powerful enough to take blows from Superman,JLA /new gods tech etc
It's not hard to see Batman beating Surfer with prep in a story especially in character (trusting surfer/deceptive Batman ) . Or even in a scenario through years of mental/emotional manipulation
It only requires Surfer to be "in character" and not vapourize him off the bat
As far as characters that can actually beat Surfer in a Rumbles match -Takion and Amazo come to mind
PIS is never on in Rumbles, so "in-character" is not a thing here.
Batman would need to have feats of prepping to handle someone that is many times FTL and powerful enough to blow up planets, open and fight in black holes, etc.
Yup, PIS on scenarios are useless, you can bullshit anyone a win over anyone.
^ he's done the combination of powers - FTL time travellers and class 100s when he took down the JL , though not on the same person
If Batman has one sided prep vs Surfer he has a decent shot at taking him down

The most powerful Lanterns ever (White Kyle, Lareeze with his full battery, etc......) should be able to match up.
Or at least I can't see Surfer lol nopping Larfleeze when the dude held off a small army of GL's by himself.

Bloodlusted Silver Surfer is practically a one man Justice League, extremely dangerous and immensely powerful. Nonetheless though, there are a few characters in DC who could realistically take him, some without much difficulty at all.
Silver Age Superman - Most Superman incarnates would get downright stomped by a bloodlusted Surfer, but the pre-crisis version was practically a mid sky father level being. A casual galaxy buster, who could move planets with ease, "blow out" supernovas, and "run faster than infinity" whatever the hell those last two mean. Someone like him would probably be able to give Surtur or Galactus some trouble, no way the Silver Surfer alone would beat him.
Darkseid - Most versions of Darkseid were Justice League team busters. So, it serves to reason that Silver Surfer (One Man Justice League, like I said above) too would fall to him. Further evidence of this is the Marvel-DC crossover where did fight and I believe Darkseid won as expected.
The Spectre - Near-omnipotent being who's power source comes directly from The Presence. Surfer is strong, but dealing with someone who actually has the power of... well, god is a little out of his ballpark.
I'm not very knowledgable on his power level but I think Kent Nelson Dr. Fate could probably do it too, heard he has some really WTF level feats. Silver Age Captain Marvel by that logic would probably do it too for most of the same reasons SA Superman would.
But other than those guys the only real threats to Surfer would be abstract or high cosmic level beings with galactic or universal level busting. He's one of Marvel's most powerful superheroes and really does a good job dispelling the myth that their superheroes are always weaker than DC's
