The most I could find for Classic Fate's auto-shields was tanking hits from PC Kryptonians, but that left him dazed.

In raw power maybe, but Surfer has a much wider array of powers than even PC Kryptonians. Surfer's speed is comparable to the Flash, he's beaten down Abomination bare handed in one page, and he's a combination of Magneto, Graviton and a weaker Molecule Man on top of that. Besides concept-level beings, Classic Fate, White Lantern Kyle and Larfleeze have the best chance, just because they can match his array of abilities. And as far as I know, prep has only worked against Surfer because he seemed to share Superman's vulnerability to magic back in the day. Besides Doom draining him, he was also put under by some random cult's sleep potion.

IIRC, the US armed forces drained him once with tech. Surfer has shown strong magic resistance. He shrugged off blasts from Karnilla, the Asgardian Sorceress and clocked her. MU magic is more about pure power than defintional weakness like Superman. Techy Marvel types like Galactus duke it out with magical types like Mephisto all the time. The stronger wins.

Not denying that it didn't happen for Red Hulk (a feat is a feat), but I have a hard time in my head reconciling the defeat of Surfer with the inability to capture a C-lister like Domino. Oh Jeph Loeb, you silly cat.

With PIS off? The list is much smaller. Superman might if he makes no mistakes. After that, you pretty much have to resort to beings like The Specter or The Phantom Stranger.

That sort of qualifier verges on nebulous enough to not really have meaning though "as long as the Flash isn't really trying, I can match him." That was also New 52 Barry at the time.
