I can't remember anymore the differences between MMPR and Zyuranger. I know that Bandora made herself giant and demolished cities, but can't recall whether Rita ever did something similar.

It's been forever since I've seen the show but offhand she can make fireballs, turn people to stone, teleport in a cloud of smoke, has telekinesis and the ability to grab people's hearts to control and kill them. I'm sure she has a lot more abilites though.

She'd probably go for the heart-grab before petrification; she's only gonna have time for the one spell.

Honestly, I can see the fight going a number of ways, owing to both having spell versatility and teleportation. But Rita is more powerful and experienced, so I think she'll take at least 6/10.
