Cora who repeatedly fakes her death, manipulates everyone and is pretty good as quick draw magic vs Bellatrix who got chased down by a 14 year old and then later killed by a middle aged mum who hadn't battled in what a decade and a half? and Bella's only notable feat is killing people while they're distracting beating other people?

Bellatrix was actually matching off equally with three people simultaneously in the book before Molly took over the fight.
Most of the Weasley family are actually quite powerful and talented, despite Ron being a bit lackluster.
The books make it a point to show how talented the Twins are, how powerful Ginny is and how exceptional Molly is with enchantments, such as the way she beat Bellatrix.

He wasn't even lackluster, except when he was hanging around Hermione and, to a vastly lesser extent, Harry. He was good enough to be a Prefect and a good Quidditch player when he got over his nerves.

Right, he was actually pretty exceptional himself.
But he is usually swept away and ignored and his family all seem to outclass him.

Without specification we go by the default source, in this case, the books.
But even in the movies there are plenty of reasons to put her above most other wizards and witches.

Very talented, but seems like he's not that great given the powerful people he surrounds himself with...marries a woman much more powerful than him...yep, Ron is the HP equivalent of Krillin.

Yea you can always count on him to be useless or dead.
Yeah, but if you... man, we're getting into weird analogy territory, like if you disintegrated Superman's arms he wouldn't be able to go "fool! Little did you know that my arms and I are one and can be remade from me!" and will his arms back into being from pure nothingness. - Pendaran

The only reason he was chosen is because Dumbledore did not give the job to Harry.

Which is to say that Ron was the next most qualified person in their entire House.
