Holmes.
IMO Batman should not be the best at everything. But he should be near the top in every field: detective, unarmed combat, disguises, etc. What makes Batman the best/unique is he is an expert in many skills.

Batman from 1,939 to 1,986/87 is better as he was good enough to discover Atlantis Empire (Golden Age), solve cases with the Universal Police Corps (Silver Age) before rounding out into the Dark Knight Detective. Post TDKR the James Bond as pect started in the mid-70's was cranked up, however Gotham came to represent the entire world.
