How do you distinguish mutants and mutates?

when they organise a mutant witch hunt how do they distinguish between mutants and mutates who acquired their power and now inhumans? basically there seems no way unless everyone has their own portable cerebro.

They don't , which is likely where all the bad press for mutants come from. The general public of Marvel Earth considers ALL supervillains to be mutants by default unless expressly stated otherwise.
