One of the previous Popeye threads mentioned him receiving full-on divine visitation from the Goddess of Spinach herself to ensure he got a can in one case.

And Popeye's no slouch even without spinach. I'm sure he'd need spinach to beat Goku, but even in base form he might be able to survive a blitz long enough to eat the stuff.

I guess it depends, since I'm pretty sure Johnny Storm can do stuff with his fire when not in his "flame on" form, and yet he is usually granted started in that form.
