Bagha Yai looks like the guy from B.P.R.D.: The Black Goddess #1. Unless I'm mistaken, the only new character on Pirate Ghost cover is Payne.
EDIT: Two issues. (Sorry, I got confused with The Pirate Ghost, which is three)

I like the throwback style on The Pirate's Ghost. Makes me think about reading my dad's copy of Andy Panda and the Pirate Ghosts when I was a kid.
