If Wally isn't holding back, absolutely not. However, he has been known to limit himself in friendly races before in the interest of sportsmanship. He'd let her keep pace with him for a while, then blow past her near the finish line.

if wally held back a LOT......................he'd still beat her but it would make it seem like she had a small chance of winning.
