It's the Dark Phoenix not the Phoenix force . No reason Wally can't steal her speed or toss her into the speed force

As originally written Dark Phoenix was Jean Grey. Thanks to (then just a fan) Kurt Busiek, Phoenix/Dark Phoenix of the Claremont/Byrne run was retconned into being the Phoenix Force posing as Jean Grey. Dark Phoenix had cosmic awareness, prescience, and FTL movement, so could possibly anticipate and prepare against Wally. Furthermore, the Phoenix Force simultaneously exists outside time and space, so might not even be affected by either speed stealing or being tossed into the speedforce.

I wish they had stuck with Morrison: it really was Jean, who died, and was reborn, as Phoenixes are known to do. The thing the FF found in the river was an egg.
