No takers? Okay, I will give it a shot.

During World War II, Captain America becomes leader of the Justice Society of America. He isn't the most powerful hero by any stretch, but he has the charisma and the patriotic costume to pull it off, especially compared to Hawkman and his freaky mask of that time. Because of Hitler's use of the Spear of Destiny, the JSA protects the homefront. The Allies win, etc. During the war, Cap gets involved with Fury, and they eventually have a daughter named Lyta. After the war, I think that Cap is charismatic enough to successfully push back against the senate hearings, keeping the JSA from disbanding. Then Cap and the JSA get sucked into that Ragnorak/Limbo. They eventually return, to inspire the younger heroes of the Justice League, and then Infinity, Inc. Cap joins Infinity, Inc so that he can mentor the next generation of heroes, including his daughter. He serves as team leader, with the Star-Spangled Kid as his deputy leader.

Meanwhile, Uncle Sam has some initial misunderstandings with Namor, but eventually they recruit other heroes to form the Invaders. The Invaders fight hard and eventually help the Allies defeat the Axis nations. After the war, Uncle Sam heads up a larger team known as the All-Winners Squad, and they fight crime across the U.S. As various heroes get older and retire, the immortal Uncle Sam stays active and keeps recruiting newer heroes for subsequent teams, including The First Line, Agents of Atlas, and the Avengers. Uncle Sam is a founding member of the Avengers, and stays with the team to mentor a group of reformed villains that is nicknamed Sam's Kooky Quartet. After the devastating revelation of the leader of the Secret Empire, Uncle Sam's powers fade considerably and he retires for a time. He returns to fight the good fight from time to time whenever America faces a serious threat. Uncle Sam and Namor stay in touch over the decades as frenemies.

Captain America get's a statue built in his name,an official holiday, parade. He then discovers that his physical abilities increase the more people recite the pledge of allegiance. Peggy Carter is brought back as Miss America and when both touch each other's hand's. They become a large american flag colored energy based eagle that when it flies thru the air compels people in the United States to only buy American products.

Uncle Sam finds the belief in american in the Marvel Universe has a strong taint of cynism which weakens his powers. He get's written by Bendis with long splash pages of him eating cereal and staring into nothingness. He then breaks the 4th wall and cries to go back.
