I would imagine the big bad in the second arc would be the one cutting off the connection to the Djalia and causing her powers to wane.
At the end of the arc, when she ends up going back to Mother, she would reject the powers of the Griot, stating she is her own woman who doesn't need the blessings of Gods (or whatever Mother is, this is hinting at Bast and Mother) to protect her country. Mother is proud, yada yada. Maybe Shuri even recommends a replacement.

In a practical sense, Shuri (or any other government official for that matter) can probably run the place without being Black Panther.
THey probably just wanted her to take the mantle because Wakanda has always had a BLack Panther around. There are probably ceremonial aspects about their government which still haven't completely been removed.
But as it's very likely Shuri wont be taking the role, I think the point of this first arc might be that Wakanda can be fine without one. She can run the place as just plan Shuri without being BP. Which has the meta message of Shuri herself not needing to be BP anymore. She's just fine as Shuri.
To clarify my earlier post: Shuri should’ve been the regeant while T’Challa is in the wormhole, in case something does happen to him out there. That should’ve been resolved before T’Challa went to space. This is standard operating procedure in practically every country when it is known that the leader will not able to physically command. Going to an unknown wormhole qualifies for that.
Why isn’t Shuri more involved in governing and/or assisting the Wakandan council, especially with a void of leadership that went on for two whole weeks? Why is she ignoring it and mostly staying in her lab for that long. That’s unacceptable by any political metric.
MCU Shuri doing that might make sense, but no way does 616 Shuri stay in her lab for that long, especially after losing contact with T’Challa. She’s a former head of state and second-in-line. No ruler/BP for two weeks and zero contact since launch? Way too long for her to not take some initiative, especially as a former Queen.

It just goes back to the fact they made her too young in this book for anything to make sense.
They wrote her MCU ish young.... but then turned around and had the woman council ask her to be BP.
I know some people are satisfied with one bad line to explain the personality shift but I'm not.

Was there an actual crisis? Invaders at the boarders or riots? Or is the emergency simply two people are missing. One is an Australian and the other is not the leader of the country.
Theoretically a regent shouldn't be needed to act as Black Panther if he's not actually running place.
But I imagine if things are a mess the feeling is having a Black Panther running around (especially one which was popular back in the day) might help bring in some stability and boost moral with the public.
This isn’t a vacation abroad. T’Challa, their king, went inside an unknown wormhole for some unknown reason with unknown consequences. Then they lost contact with him for two whole weeks. The proper and prudent thing to do would’ve been to ensure that the line of succession was clear in case anything happens.
Regeant in this case simply means that Shuri would be acting in T’Challa’s place until he comes back. She doesn’t need to be a BP for than and this isn’t new. M’Baku used to be T’Challa’s regeant back in the day when T’Challa went overseas to be with the Avengers, before he and T’Challa had their fallout.
If the Queen of England took a spaceship to go inside a random wormhole and the UK lost contact with her for even three days, best believe it would be a crisis. The British Monarchy hasn’t been the official ruler of the UK in centuries.

Back in the day, Romonda said that 2 Doras dating could potentially errupt in villages going to war. So it might not take much for things in Wakanda to go sideways.
But certainly the new governemnt isn't making much of a showing for itself. Not that this is surprising in the least, since governments in comics typically suck.
Also can add they took a teleporter who can teleport ANYWHERE easily with T'challa and they still haven't come back to even say hi lol
Of course, someone probably should have spoke up and went, "King T'challa... why the hell are you going on this mission anyway? I thought you had people for this" lol
