It looks like for the amazon.com site that deals with the U.S. it's listed as
For tpb availability in the United States, the dates listed by book stores like amazon, barnes and noble, etc. are usually about a week or so after the release dates for comic book stores that get their orders from Diamond.This title will be released on May 2, 2017.
If all the tpb copies you are talking about are coming from places like amazon, then that's probably the reason why digital versions are available ahead of the paper copies. (And I'm assuming the later release dates for amazon and other non-comic book specialty shops are to give the shops that order through Diamond a brief period where they're not competing directly with major corporations that are offering those discounted prices.)

That Supergirl paperback collects issues 1-6 of the current series, which only has 3 issues out so far.
If I am reading this all right, then yes, the release dates are reliable for the vendors you are purchasing from.
