Citizen V is English, then French, then the offspring of those first two, then English again at some point, then Baron Zemo, then Dallas Riordan, then English again. Character has a confusing history.

I used to maintain an annual list of "Flagsuit characters" -- meaning people whose costumes had a clear debt to the U.S. Flag. Looking back, I see that in The Master List of Flagsuit Characters (Fourth Draft), I asserted I had identified 249 of them. And that was counting each "role" just once. (For instance, "Captain America (Marvel)" was only one item on my list, instead of my offering separate listings for Steve Rogers and for everyone else who ever wore the exact same flagsuit while using the same codename.)
Looking back on it now, I see that "American Eagle" seems to be the most popular flagsuit alias on my list -- four different companies have used it for heroes who wore a red-white-and-blue outfit.
