There was a whole TV show with the premise of trying to prevent visions of the future coming to pass. The concept itself isn't new at all.

And we've had superhuman registration acts done before Civil War I (Acts of Vengeance, the tail end of the original Alpha Flight series, etc.), doesn't mean anything.

It is what the West Coast Avengers turned into. And he is correct its main focus was to prevent disasters before they happened, kind of like the Ultimates, and CWII with Ulysses. I totally forgot about Force Works.
